First Congress Opens Under the High Presidency of Samdech Techo

Phnom Penh, 2 June 2025 — The Parliament of Cambodia officially inaugural the Congress of the National Assembly and Senate under the high chairmanship of Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and Chair of the Congress, on Monday.
The two-day Congress, held at the National Assembly Palace, was attended by 182 members from both houses, including 61 senators and 121 members of the National Assembly.
The Congress approved three topics for discussion: social protection systems, informal economy and agriculture sector.
This Congress was convened in response to the proposal of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
The Royal Government delegation, led by Prime Minister Samdech Thipadei Hun Manet participated in the Congress along with Deputy Prime Ministers, Senior Ministers, Ministers, Ministers attached to the Prime Minister, as well as 83 relevant technical officials. Additionally, 27 representatives from political parties, who serve as members of the Supreme Consultative Council, also attended.
This First Congress of the National Assembly and Senate is a historic event that serves the supreme interests of the nation and people, in accordance with the Constitution of the Kingdom of Cambodia, the Law on the Organization and Functioning of the Congress of the National Assembly and Senate, as well as the Internal Rules of the Congress.
This historic occasion reflects the spirit of responsibility and close cooperation between the legislative and executive branches and all stakeholders in serving the supreme interests of the people and the nation.
Before officially commencing its proceedings, the Congress observed a moment of silence in honor of the late Warrant Officer Suon Ron, who was killed during an armed attack at the Emerald Triangle area (Mom Bey) in Preah Vihear province on 28 May 2025.
The First Congress of the National Assembly and Senate was widely broadcast live across numerous state, private, and institutional media platforms.
