Phnom Penh, 25 November 2025 — Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, led a parliamentary delegation on Monday afternoon to Calmette Hospital to visit and deliver humanitarian support to a Cambodian female migrant worker who was brutally gang-raped by Thai Thahan Phran soldiers, commonly known as the Black Army soldiers, as well as to Cambodian soldiers and civilians wounded in recent Thai military shootings along the border.

Samdech Khuon Sudary was accompanied by Hon. Mrs. Lork Kheng, Chairwoman of the Commission on Public Health, Social Affairs, Veteran, Youth Rehabilitation, Labour, Vocational Training, and Women’s Affairs and Chairwoman of the Cambodian Women Parliamentarians Caucus, along with members of the Caucus.

During the hospital visit, Samdech Khuon Sudary conveyed profound sorrow and outrage over the crimes committed against innocent Cambodian citizens. She condemned the acts in the strongest terms and reaffirmed the National Assembly’s unwavering demand for justice for all victims.

She encouraged the assaulted woman, as well as the wounded civilians and soldiers, to remain strong, maintain hope, and focus on their recovery. Samdech also expressed confidence in the Royal Government’s ongoing diplomatic and legal efforts to ensure full accountability for the perpetrators.

Samdech Khuon Sudary extended her sincere gratitude to the medical team at Calmette Hospital for their professional care and dedication. She further expressed heartfelt appreciation to Samdech Kittiprithbandit Bun Rany Hun Sen, President of the Cambodian Red Cross, for her steadfast humanitarian support, including the dispatch of assistance teams to provide materials, financial support, and emotional care to the victims.

As part of the humanitarian mission, the National Assembly delegation provided spiritual and material support to the victims—including the sexually assaulted migrant worker, civilians injured by Thai gunfire, wounded soldiers, and their caretakers—amounting to a total of 20,500,000 riels, reflecting the National Assembly’s compassion and commitment to standing with citizens in times of hardship.

The gang rape occurred on 15 November 2025 near the Cambodia–Thailand border in Kamrieng district as the migrant worker was returning home. The violence sparked nationwide outrage, prompting the National Assembly to issue a firm condemnation, calling it a grave violation of human rights, women’s rights, international humanitarian law, CEDAW, the ASEAN Charter, and related regional instruments.
