Brazil Stands with Cambodia in Upholding Peace Agreement to Resolve Cambodia–Thailand Border Aggression Peacefully

Phnom Penh, 16 December 2025 — Brazil has expressed support for Cambodia’s efforts to uphold the peace agreement and pursue a peaceful resolution to the Cambodia–Thailand border issue through dialogue and diplomatic mechanisms.

The position was conveyed by H.E. Vivian Loss Sanmartin, Ambassador Extraordinary and Plenipotentiary of the Federative Republic of Brazil to the Kingdom of Cambodia, during a courtesy call on Samdech Khuon Sudary, President of the National Assembly of Cambodia, at the National Assembly Palace on Tuesday morning.

Samdech Khuon Sudary welcomed Ambassador Sanmartin, noting that her appointment as the first woman Brazilian ambassador to Cambodia marks an important step in strengthening bilateral relations between the two countries across both the legislative and executive branches. She also highlighted Cambodia’s commitment to promoting the role of women in leadership and national development.

Ambassador Sanmartin expressed sincere sympathy and heartfelt condolences over the loss of civilian lives resulting from the recent Cambodia–Thailand border tensions. She reiterated that Brazil supports the implementation of the peace agreement witnessed by U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim, the rotating Chair of ASEAN, with the participation of other partners.

She stressed that disputes between neighboring countries should be resolved through dialogue, negotiations, and established diplomatic mechanisms, in full respect of international law and the principles of sovereignty, territorial integrity, and the peaceful settlement of disputes.

The Brazilian Ambassador said she would work to further promote bilateral cooperation during her tenure in Cambodia, including parliamentary exchanges, people-to-people contacts, and cooperation in trade, investment, agriculture, tourism, gender equality, and sports.

Samdech expressed her appreciation to Brazil for issuing a statement of concern and for urging both countries to respect the Joint Declaration of the Peace Agreement. She emphasized the importance of strengthening parliamentary diplomacy, economic cooperation, and multilateral engagement amid growing global uncertainties. She also noted Brazil’s role in linking Asia and Latin America and reiterated Cambodia’s support for Brazil’s engagement as an ASEAN partner.

On the border situation, Samdech reiterated that Cambodia is committed to peace and has no intention of pursuing conflict, stressing that Cambodia is a small country with no ambition to seize territory from any other nation. Having endured war in the past, Cambodia has no reason to resort to armed conflict that would once again cause suffering to its people.

Samdech stressed that peace is of crucial importance and truly invaluable to Cambodia. As the country is focused on national development, she reaffirmed that Cambodia has no intention of initiating war with any other country, particularly neighbors that are larger and stronger.

Samdech further emphasized that Thailand’s recent military aggression against Cambodia has been extremely brutal, involving the use of heavy weaponry, including F-16 fighter jets and toxic gas, striking deep into Cambodian sovereign territory—approximately 80 to 90 kilometers from the border line.

The military invasion resulted in civilian casualties, displaced nearly half a million people, and inflicted widespread damage on public and private property, including the World Heritage Site of Preah Vihear Temple, Ta Krabei Temple, as well as homes, schools, hospitals, and other infrastructure.
