Phnom Penh, 14 August 2026 — H.E. Dr. Chheang Vannarith, Deputy Secretary-General of the National Assembly and Chairman of the National Assembly Advisory Council, on Thursday delivered a lecture on “Parliamentary Diplomacy in a Multipolar World” at the National Assembly Palace.
 
The seminar brought together 30 officials from relevant departments of the Secretariat-General to explore the concept and importance of parliamentary diplomacy, its role in international relations, and its contribution to addressing challenges and opportunities in a changing multipolar world.
 
Dr. Chheang Vannarith explained that parliamentary diplomacy complements government-to-government diplomacy by creating additional channels for dialogue, cooperation, and trust-building, while reflecting the voices, interests, and aspirations of the people in international affairs.
 
Through bilateral and multilateral engagement, he said, parliamentary diplomacy can strengthen relations with foreign parliaments, promote greater understanding of Cambodia, and build international support for the country.
 
He noted, “Cambodia’s parliamentary diplomacy has become increasingly active and proactive in responding to a rapidly changing international environment, helping open doors to key partners, strengthen cooperation, and create new opportunities, particularly in the economic sector.”
 
Under the leadership of Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly, parliamentary diplomacy has gained greater attention as a vital tool to advance Cambodia’s national interests, strengthen international cooperation, and contributing to peace, stability, and shared prosperity.
 
The discussion also covered Cambodia’s future diplomatic direction, the current border situation with Thailand, public confidence in the government, and Parliament’s role in communicating Cambodia’s position to the international community.
 
Dr. Chheang Vannarith stressed the need to strengthen Cambodia’s deterrence capacity against existential security threats. He also encouraged greater use of parliamentary diplomacy to clearly communicate Cambodia’s perspectives and factual realities to the international community.
 
He underlined that Cambodia’s future strength depends on domestic reforms and stronger national capacity. This requires investment in human capital, stronger individual and institutional capabilities, and modernized public institutions that are more transparent, effective, and responsive to maintain public trust and confidence.
 
The seminar concluded by highlighting the important role of parliamentary diplomacy in promoting peace and prosperity, enhancing Cambodia’s international recognition and positive image, and building greater international understanding and support.
 
Dr. Chheang Vannarith reiterated that strengthening Cambodia’s overall national capacity and deterrence is essential to safeguarding the country’s interests in an increasingly complex international environment.
