Phnom Penh, 28 August 2026 — Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, on Friday highlighted Prime Minister Samdech Moha Borvor Thipadei Hun Manet’s vision that peace, resilience, shared prosperity and social cohesion are mutually reinforcing foundations for sustainable development.
Speaking at the closing of the Second Inter-Parliamentary Speakers’ Conference (ISC-2), Samdech Khuon Sudary quoted the Prime Minister as saying: “Peace makes development possible; resilience protects its achievements; shared prosperity strengthens social cohesion; and stronger social cohesion, in turn, makes peace more durable.”
She stressed that lasting peace and stability are inseparable from sustainable development. Climate action, economic resilience, poverty reduction and inclusive development are essential to addressing the root causes of instability, as underdevelopment can itself become a source of conflict and insecurity.
Samdech Khuon Sudary said political commitments must be translated into tangible results through close, effective and operational coordination between the executive and legislative branches.
She also emphasized that peace must never be taken for granted, as it can be destroyed in a moment but may take years or even decades to restore.
Peace is also indivisible and interconnected, she said, noting that no country can enjoy lasting stability while its neighbours face crisis or instability.
“My security is your security, and your security is my security; your prosperity is my prosperity, and my prosperity is your prosperity,” she said.
In an increasingly connected and interdependent world, Samdech Khuon Sudary called for connectivity to become a force for peace, sustainable development and shared prosperity. Countries must also turn their interdependence into a shared responsibility for the common good, she added.
The two-day ISC-2 discussions in Phnom Penh brought together parliamentary leaders to address geopolitical tensions, armed conflicts and non-traditional security challenges under the theme of peace and shared prosperity.
The links among peace, development and shared prosperity emphasized by Samdech Thipadei Hun Manet were reflected in the Phnom Penh Declaration, adopted at the conclusion of ISC-2 as a framework for continued parliamentary cooperation and practical action.
