Phnom Penh, 19 October 2026 — Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, said on Monday that digital transformation is essential to modernizing the Cambodian National Assembly and strengthening its governance, transparency and efficiency.
Speaking at the opening of a consultative workshop on the “Development of the e-Parliament System” at the National Assembly Palace, Samdech welcomed the significant progress made by the Secretariat-General in laying the foundations for a modern digital parliament.
Samdech stressed that developing the e-Parliament system was no longer an option but a necessity amid rapid technological advancement and evolving institutional needs.
She said the e-Parliament system would help reduce bureaucracy and paperwork, save time and improve transparency, accountability and efficiency in parliamentary operations, enabling the National Assembly to respond more effectively to citizens' needs.
Referring to advances in artificial intelligence (AI) and artificial general intelligence (AGI), she emphasized the importance of keeping pace with emerging technologies while strengthening human resources and institutional capacity.
Samdech also acknowledged the considerable efforts made to collect, organize and digitize parliamentary information and documents, saying these efforts would help establish a reliable information system to support the institution's long-term development.
“Our efforts today will lay a strong foundation for future progress and benefit generations of lawmakers and parliamentary officials,” Samdech said, encouraging officials to remain committed to their responsibilities.
Samdech also highlighted efforts to strengthen ties between the National Assembly and citizens through the renovation of Municipal–Provincial Parliamentary Constituency Centres (MPCCs), providing lawmakers with workplaces to carry out their duties in their respective constituencies.
Samdech stressed the need to modernize the National Assembly into a dynamic digital parliament, or e-Parliament, to strengthen its three core functions—legislation, oversight of law implementation and representation—through the effective use of digital technologies.
Samdech also added that the initiative would also help Members of the National Assembly perform their duties more efficiently, improve their services to citizens and better respond to the needs of the people.
Describing digital transformation and human resource development as two essential pillars of modernization, Samdech said the National Assembly must advance alongside the executive branch in contributing to Cambodia's national development.
She noted that the e-Parliament initiative was aligned with the Royal Government's digital development policies under Prime Minister Samdech Thipadei Hun Manet and Cambodia's long-term vision of becoming a high-income country by 2050.
Samdech further underscored the importance of strengthening digital connectivity with regional and international parliaments to facilitate the exchange of experiences, legislative documents and information, while promoting closer inter-parliamentary cooperation.
